Amid ongoing tariff negotiations between Japan and the United States, core industries such as shipbuilding and steel have suddenly come into the spotlight. One example is the shipyards. On 30 April 2025 (local time), Democratic Senator Mark Kelly and Republican lawmakers reintroduced the “Shipbuilding and Harbour Infrastructure for Prosperity and Security Act” (SHIPS for America Act) to the 119th US Congress, covering both the Senate and the House of Representatives.

Under this legislation, the US government plans to secure 250 naval and commercial vessels, including the short-term use of ships from allied nations such as Japan under the US flag, alongside an annual allocation of $250 million (fiscal years 2026–2035) for American shipyard projects.

At the same time, protracted negotiations over Nippon Steel’s acquisition of US Steel, which have dragged on since last year, are seeing renewed momentum. This is due to rising calls to expand steel production capacity to supply heavy steel plates for shipbuilding and high-grade steel sheets for the automotive sector within the US shipyards and car plants.

This three-part series will explore the shipbuilding and steel developments surrounding the US, Japan, and allied nations. Series 1 addresses the theme: “Nippon Steel’s Restarted US Steel Acquisition” × “Reinforcement of US Naval Shipbuilding”—Coincidence or Inevitability?

Series1 日本の造船、鉄鋼は日米関税交渉の切り札になるのか。

　日本と米国の関税交渉の中で、にわかに造船、鉄鋼といった基幹産業が注目されてきた。一つは造船所である。民主党のマーク・ケリー上院議員と共和党の議員は2025年4月30日（現地時間）、米国第119代議会、上院・下院に「米国の繁栄と安保のための造船業と港湾施設法」（SHIPS for America Act、船舶法）を再発議した。米政府として250隻の艦艇や商船の確保に向け、日本など同盟国の船舶を米国籍として短期利用するほか、米造船所プロジェクトに年間2億5000万ドル（2026～2035年度）を盛り込む。

　同時に、昨年から難航していた日本製鉄のUSスチールの買収交渉も、米国内の造船所や自動車向けに造船用厚板、自動車用高級鋼板を供給するため、鉄鋼生産の能力拡大が求められている。
米国と日本、同盟国を巡る造船、鉄鋼の動きを3回に分けて紹介する。

Series1は「日本製鉄のUSスチールの買収再始動」×「米国の艦艇建造の強化」は偶然か、それとも必然か――というテーマである。
