The Japanese shipbuilding industry is paying close attention to the feasibility of the “Emergency Proposal for the Revitalisation of Japan’s Shipbuilding Industry” submitted by the Policy Research Council of the Liberal Democratic Party (LDP) to the government. In response to inquiries from Maritime Bridge Japan, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) stated, “At this point in time, the ministry has no plans to conduct hearings with shipyards regarding this proposal. However, depending on future developments, we intend to act as a coordinating body for the industry, as the ministry with jurisdiction over shipbuilding” (Shipbuilding Industry Office, Maritime Bureau). China and South Korea have a history of supporting their shipbuilding industries as part of national strategic policy.
Coincidentally, in the midst of US-Japan tariff negotiations initiated by the Trump administration in the United States, the concept of a “Golden Era of US-Japan Shipbuilding” has emerged from the perspective of national economic security.
In this issue, Maritime Bridge Japan revisits the LDP’s proposals, which include the establishment of a government-led fund exceeding one trillion yen and the promotion of private operation of state-owned facilities under the GOCO (Government-Owned, Contractor-Operated) model. 自民党政務調査会が政府に提出した「我が国造船業再生のための緊急提言」の実現性について、造船業界が注目している。国土交通省はMaritime Bridge Japanの取材に対し、「この提案に関して、国土交通省が現時点で造船所にヒアリングする予定はない。しかし、今後の状況を踏まえ、造船業の所管官庁として業界の調整役を担っていく方針だ」(海事局船舶産業課)と回答した。中国、韓国は国家戦略の一環として造船業を支援してきた背景がある。
今回、奇しくも米国のトランプ政権が打ち出した日米関税交渉の中で、国家経済安全保障の観点から「日米造船黄金時代」というコンセプトが浮上した。
