Hong Kong-based major handysize bulker operator Pacific Basin (PB) is undertaking a fundamental review of its operational and ownership structure in response to the enforcement of the Section 301 port fee rules by the Office of the United States Trade Representative (USTR) and the corresponding countermeasures by China, both of which took effect on 14 October.
