Between 24 May and 12 June 2025, no fewer than seven serious maritime incidents were recorded within just five weeks. The string of disasters has placed immense pressure not only on shipowners and operators, but also on marine insurers, salvors, and emergency response providers, with several vessels declared total losses.

While fire-related incidents and damage caused by undeclared cargo have become major risks for large vessels, the threat to maritime safety posed by so-called “shadow fleets”—vessels used to evade sanctions—has grown increasingly severe.

In its Safety and Shipping Review 2025, published on 27 May, Allianz Commercial (Munich, Germany) issued a stark warning about the compound risks now facing the marine insurance sector: the evolving nature of cargo driven by electrification, escalating geopolitical tensions, and the proliferation of uninsured, sanctions-evading fleets.

　2025年5月24日から6月12日までのわずか5週間で、7件の重大な海難事故が発生した。船主やオペレーターはもとより、船舶保険会社、サルベージ業者、緊急対応業者にとって厳しい状況が続いており、一部の船舶は全損に至っている。

　火災事故や申告漏れ積荷による損害が大型船の主要リスクとなる一方、制裁逃れに使われる「シャドーフリート（影の船団）」がもたらす海上安全上の脅威も深刻化している。

　アリアンツ・コマーシャル（ドイツ・ミュンヘン）が5月27日に発表した「セーフティ＆シッピングレビュー2025」は、電動化による輸送貨物の変化、地政学的緊張の高まり、そして保険未加入の制裁回避船団の増加という複合的リスクを、船舶保険業界が直面する重要課題として警告した。
