In June 2025, the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) entered into force. Based on this newly enforced treaty, the world’s first International Ready for Recycling Certificate (IRRC) has now been issued.　　（Read on for full details.）

Key Points of the Article

→ The certificate was spearheaded by the Liberian Registry and GMS, the world’s largest cash buyer. The designated vessel is the R PISCES (approx. 100,000 DWT), delivered in 2001 at the Tadotsu yard of Tsuneishi Shipbuilding (IMO: 9233569).

→ The vessel is scheduled to be dismantled at a certified yard located in Alang, India. The issuance of the IRRC sets a new benchmark within the global ship recycling market. The launch of the certification system also serves as a key opportunity for Japan’s merchant fleet to reassess strategies for ageing vessel disposal and environmental compliance.

→証明書はリベリア船籍局と世界最大のキャッシュバイヤーであるGMSが主導し、対象船は「R PISCES」（約10万重量トン、2001年に常石造船多度津工場で竣工、IMO: 9233569）である。
