India to Build 10 MR Product Tankers Domestically as It Pushes for Energy Transport Independence

Under the government’s “Make in India” initiative, India’s three state-run oil refiners are advancing a joint plan to order ten domestically built medium-range (MR) product tankers worth a total of $600 million (approx. ¥96 billion), sources have revealed. The shipyards eligible for this contract will be limited to Indian yards, marking a strategic turning point in the country’s maritime policy. However, local shipbuilding faces major challenges, including cost and capacity constraints.

A Japanese trading house official interviewed by Maritime Bridge Japan by June 13 noted, “In the past, India approached global yards regarding LNG carrier construction, led by GAIL, but remained insistent on using Indian shipyards. Similarly, this time, like the US and China, India is sticking to a ‘build domestic, sail national’ principle. But in reality, there are very few yards capable of building product or MR tankers in India. Negotiations will likely be difficult.” (Ship Division, Trading House)

　関係者によると、インド政府が掲げる「メイク・イン・インディア」政策の下、国営石油精製大手3社が総額6億ドル（約960億円）にのぼる中型製品タンカー（MR）10隻の国内共同発注を進めている。対象造船所を国内に限定する方針で、国家的海運戦略の転換点と位置づけられる。

　だが、国産建造にはコスト面や造船能力の限界といった課題も山積する。Maritime Bridge Japanが６月１３日までに取材した日本の商社関係者は、「かつてインドはGAILを中心にLNG船の新造船の商談を世界各国に打診した。当時もインド造船にこだわった歴史がある。今回の商談も米国や中国と同様に『国輸国造』にこだわっているが、実際にインドでのプロダクトタンカーやMRの建造を手掛ける造船所ほとんどなく、商談は難航するだろう」（商社船舶部）と回答した。
