Europe’s move away from Russian gas emerges as the next growth driver

Erik Nikolai Stavseth, Director – LNG Infrastructure and Projects at Fearnleys LNG, has recently published an analysis entitled Market reflections: 2025 wrapped. According to the report, the market for floating storage and regasification units (FSRUs) maintained historically high levels of activity in 2025, with overall utilisation reaching the upper end of record territory over the full year. While short-term contracts have been particularly prominent, fixtures for the right FSRU under favourable conditions have at times reached the low US$200,000s per day. Even for longer-term contracts of seven to 15 years, charter rates in the region of US$120,000 to US$140,000 per day appear to have been concluded.

Some Japanese shipping executives point to challenges in the FSRU business model, noting that new projects with long-term and ostensibly solid fundamentals have yet to translate into actual fixtures. As Europe advances its policy of halting imports of Russian natural gas by 2027, however, the installation and operation of FSRUs across the region could continue to expand. The question remains whether the FSRU business can truly be regarded as a “winning” model.

　Fearnleys LNGでLNGインフラ・プロジェクトを統括するErik Nikolai Stavseth（Director – LNG Infrastructure and Projects）はこのほど、「市場の振り返り：2025年を総括して」と題する分析を公表した。それによると、FSRU（浮体式貯蔵・再ガス化設備）市場は2025年も過去高水準の活動を維持し、稼働量は通年で過去最高圏に到達した。短期契約が目立つ一方、短期契約で条件が合えば日額20万ドル台前半も見られ、7～15年の長期契約でも日額12万～14万ドル程度が成立している模様だ。

一部の日本の海運関係者はFSRUの事業モデルについて、長期で堅固なファンダメンタルズを持つ新規案件が実際の成約に至っていない点を課題に指摘する意見もある。欧州が2027年にロシア産天然ガス輸入を停止する方針を掲げるなか、域内各国でのFSRU設置・稼働は今後も拡大する可能性もある。FSRU事業は果たして「勝ち筋」の事業なのか。
