“For us as shipowners, being forced to accept the exercise of purchase options attached to time charter contracts over which we have no real choice — now even by Japanese operators — makes us deeply anxious about whether we can continue in the shipowning business at all.”

On January 13, in a small cafe tucked away in Tokyo’s Marunouchi district, a regional shipowner who had travelled to the capital to coincide with a shipowners’ meeting organised by operators spoke with a pained expression.

　「我々、船主にとっては選択の余地のないPO付きの定期用船契約を、邦船オペレーターにまで行使されるようになっては、このまま船主業を継続できるか極めて不安だ」

　1月13日、東京・丸の内の一角にある喫茶店。オペレーターの船主会の開催に合わせ上京してきた地方船主が、苦痛の表情を浮かべながら話した。

■邦船オペレーターまでPOを行使

　この地方船主は、そもそもPO行使に伴いオペレーターから保有船を買い取られること自体を「苦痛」としているわけではない。問題は、最近では邦船オペレーターまでが「無時間のまま」締結していたPOを付与した定期用船契約の中で、日本船主にPOを実際に行使している点に懸念を抱いていることだ。
