US President Donald Trump announced on 7 January, via the website The White House, that he had signed a presidential memorandum instructing the United States to withdraw from a total of 66 international organisations and international frameworks.

Key points of this article

→ The list of 66 bodies from which withdrawal has been decided does not include the International Maritime Organization (IMO), which is responsible for international shipping. The IMO last year postponed discussions on concretising its target of achieving “net-zero” greenhouse gas (GHG) emissions from international shipping by 2050, despite having stated that a conclusion would be reached within one year, and consensus-building has already stalled.

→ While the renewed US withdrawal from the Paris Agreement is expected to have limited direct institutional impact, it risks further weakening the political momentum behind decarbonisation discussions at the IMO. Rather than a simple “slowdown”, there are concerns that international shipping climate policy could enter a phase marked by deepening regional divisions between the United States and Europe, and between advanced economies and developing countries.

　ドナルド・トランプ米大統領はウェブサイト「The White House」を通じ7日、米国が計66の国際機関・国際枠組みから脱退するよう指示する大統領覚書に署名したことを明らかにした。

この記事のポイント

→脱退を決めた66のリストには国際海運を所管する国際海事機関（IMO）は対象に含まれていない。IMOは昨年、国際海運の温室効果ガス（GHG）排出を「2050年ネットゼロ」とする目標の具体化について、1年以内に結論を出すとしていた議論を延期しており、合意形成はすでに停滞している。
