Japan’s LNG Shipping to Continue, Ice-Class Vessels to Be Maintained for the Time Being

On 17 December 2025, the US Treasury Department announced that it would extend until 18 June 2026 the general licence required under sanctions against Russia for transactions related to Sakhalin-2, an oil and natural gas development project in Russia’s Far East.

→ As a result of this exceptional measure, LNG (liquefied natural gas) shipments to Japan will be able to continue for the time being. Within Japan’s shipping industry, the extension has effectively provided a “six-month reprieve” for fleet deployment plans and tonnage arrangements premised on the use of ice-class LNG carriers.

→ Transportation linked to Sakhalin-2 differs from ordinary LNG trades in that it entails the special requirement of ice-class capability. LNG carriers of around 145,000 cubic metres, such as Grand Aniva and Grand Elena, which have operational records under the framework between NYK and Russia’s state-affiliated Sovcomflot (SCF), have made year-round transportation possible, including during the winter season.

　米財務省は2025年12月17日、ロシア極東の石油・天然ガス開発事業「サハリン2」に関連する取引について、対ロ制裁下で必要となる一般許可を2026年6月18日まで延長すると発表した。

この記事のポイント

→今回の特例措置により、日本向けのLNG（液化天然ガス）輸送は当面継続が可能となり、日本の海運業界では、氷海対応LNG船を前提とした配船計画や船腹手当に「半年の猶予」が与えられた形となった。

→サハリン2向け輸送は、一般的なLNGトレードとは異なり、氷海対応という特殊要件を伴う。日本郵船（NYK）とロシア国営系ソブコムフロート（SCF）の枠組みで運航実績がある「Grand Aniva」「Grand Elena」など、約14万5,000立方メートル級のLNG船は、冬季を含む通年輸送を可能にしてきた。
