The Office of the United States Trade Representative (USTR) confirmed on November 6 (local time) that the year-long suspension of port fees, effective from November 10, will also apply to foreign-built Pure Car and Truck Carriers (PCTCs), in addition to vessels owned, operated, or constructed by Chinese entities.
Key Points of the Announcement
→ As a result, the port fee of USD 46 per net ton, previously levied on vessels calling at US ports, will be exempted. NYK President Takaya Soga said during the company’s earnings briefing on November 6, “If the same suspension measure applies to car carriers (subject to the port fee on China-built ships), the cost of approximately 7 billion yen will not occur, and our performance will move in an upward revision direction,” referring to the potential positive impact on the company’s full-year outlook.
→ Although the USTR described the measure as a “one-year suspension,” the announcement has brought a sense of relief to global car carrier operators. A senior executive at one of Japan’s leading shipping firms commented frankly, “It is good news for our car carrier business in the second half of the fiscal year.”

米国通商代表部(USTR)は現地時間11月6日、11月10日から1年間実施される港湾手数料停止措置について、中国所有・運航・建造の船舶トン数に加え、外国建造の自動車運搬船(PCTC: Pure Car and Truck Carrier)も対象となることを正式に確認した。

→これにより、米国港湾で寄港時に課されていたネットトン当たり46ドルの手数料は免除される。日本郵船の曽我貴也社長(President Takaya Soga)は6日の決算会見で「自動車船も同様の措置(中国建造船への港湾手数料措置)が取られれば、70億円の費用は発生せず、業績は上方修正方向に動く」と述べ、通期見通しへのプラス効果に言及していた。
