Is the labour shortage unique to Imabari? What the reliance on foreign technical interns reveals about Japan’s manufacturing industry.

On 25 March 2025, Japan’s Immigration Services Agency and the Ministry of Health, Labour and Welfare jointly revoked a total of 2,134 Technical Intern Training Program plans submitted by Imabari Shipbuilding, the country’s largest shipbuilder headquartered in Imabari, Ehime Prefecture. This is the highest number of revocations ever recorded for a single company. With the shipbuilding industry facing an increasingly severe labour shortage, foreign technical interns represent a crucial part of the workforce. The move to revoke these plans highlights the broader labour issues confronting Japan’s shipbuilding sector.

　出入国在留管理庁と厚生労働省は2025年3月25日、国内造船最大手の今治造船（愛媛県今治市）が外国人技能実習のために提出していた計画2,134件を一斉に取り消した。これは1社としては過去最多の件数である。人手不足が深刻化している造船業界にとって、外国人技能実習生は貴重な労働力の一翼を担っており、今治造船における取り消しは、日本の造船業全体の人手不足の現状を象徴する出来事となった。
